This is a problem that can never be 'solved'.
It can only be managed, just like the 'war on drugs'. What needs to be done is get these people help through rehab, counselling, job training... to help them out of their downward spiral and get them working and being productive. This of course takes $$$, which is not available, which is why nothing will happen.

Funny that you mentioned the situation in New York and how it was dealt with. How was this done, you ask?
The police cracked down by enforcing every law at their disposal. Police officers will tell you that it often difficult to gather enough evidence to warrant a search and seizure from a drug dealer, or to arrest a prostitute or John. That or its so much work that they are never able to make a big difference with small numbers of charges laid in resource-consuming "sting" operations.
